National Investment Framework of REDD+ 2018-2030
To ensure the effectiveness of its actions, Côte d’Ivoire translated its REDD+ strategy into a programmatic investment document in 2018. This document, titled the National REDD+ Investment Framework, outlines the expected theory of change, the indicative budget, the benefits resulting from the implementation of the REDD+ strategy, the investments (programs) based on geographic priorities, and the associated risks. It aims to guide investments to meet the country’s needs, strike a balance between expenditures for the 10 planned programs and revenues generated through emissions reductions, and support the achievement of the Nationally Determined Contributions (NDCs) in the agriculture, forestry, and other land-use sector. The total cost of expected investments is estimated at approximately $5.4 to $6 billion over the 2018–2040 period. By 2040, the REDD+ strategy is projected to generate a financial benefit of approximately $8.2 billion resulting from 1.6 billion tCO2eq sequestered.

The REDD+ Grievance Mechanism (GM) in Côte d’Ivoire is a system established to address concerns, conflicts, and complaints related to the implementation of REDD+ activities. It aims to ensure transparency, fairness, and accountability toward stakeholders, particularly local communities and affected populations. This mechanism enables complaints to be received, recorded, processed, and tracked in a structured manner. It operates at multiple levels (local, regional, and national), prioritizing amicable resolution and mediation. Complaints can be submitted through various channels (written, oral, dedicated platforms). The process includes stages of receipt, analysis, investigation, resolution, and feedback to complainants. The MRP relies on existing institutions and involves various actors, including administrative authorities, technical bodies, and traditional authorities.
