REDD+ side event at COP28: The 10-year anniversary of the Warsaw Framework for REDD+

This side event will provide an overview of REDD+ development over the past decade, as well as information about reporting under the Paris Agreement. The Parties invited will also share their success stories of REDD+ implementation to provide insights to raise REDD+ ambition in the coming decade.

Background: COP28 marks 10th anniversary since the Warsaw Framework for REDD+ was adopted in 2013. To date, 60 countries have submitted their forest reference levels covering 1.35 billion ha of forests. This is equal to approximately 62% of the total forest cover in developing countries. Among them, 17 countries fulfilled all requirements to receive results-based payments with a total reduction of 11.6 billion tons of CO2. It is an appropriate moment to celebrate one decade of REDD+ and to reflect on the evolution of REDD+ over time and under the Paris Agreement.

Objectives: In order to raise ambition for mitigation actions in the forest sector, this event aims to:

  • inform Parties and other stakeholders interested in REDD+ on the reporting requirements for REDD+ under the ETF;

  • present the role of the secretariat in REDD+ reporting and technical assessment/analysis;

  • look back at the achievements made by REDD+ countries since 2013;

  • share the success stories of REDD+ implementation in developing countries.

Target audience:

  • Parties interested in REDD+ implementation;

  • Stakeholders interested in providing technical and/or financial support to REDD+ implementation, including technical experts, IGOs, NGOs, financial entities, academia.

Impact and outcomes of the event: The participants will receive an update on 10 years of REDD+ implementation, and clarity on how related REDD+ reporting and review processes will continue under the Enhanced Transparency Framework and Article 5 of the Paris Agreement, starting with the biennial transparency reports to be submitted in 2024. Furthermore, the REDD+ success stories shared by invited Parties, as well as clear guidance on REDD+ under the Paris Agreement, will encourage Parties to strengthen collaboration to raise their ambitions for halting deforestation and forest degradation.

REDD+ countries Panel: REDD+ countries share their experience with REDD+ implementation, milestones and challenges along the road, as well as synergies with other forest-related processes.

Guiding questions:

  • What were the key milestones to successfully implement REDD+ in your country?
  • What aspects of REDD+ implementation were particularly challenging in your country, and how did you address them?
  • Where did you find synergies between REDD+ and other processes, for example in advancing towards the Sustainable Development Goals or enhancing the quality of greenhouse gas reporting to the UNFCCC?
